Can I use a graphic to make a stamp?

Yes, you can include a graphic in a greater stamp design, as long as the end result of that design is significantly different than the graphic you originally purchased. You may employ various methods and skills to create a significantly different design, including adding textures, adding unique hand lettering or illustrations, adding additional graphics, using various Photoshop add-ons, adding adding text, etc. However, you are not permitted to purchase a graphic and put that graphic on a stamp unchanged.

End Products must be significantly different than the original Item and require time, effort, and skill to produce.
